I am directed to acknowledge the receipt of your letter of the 28th ultimo, regarding the restrictions on the trade with the Philippine Islands.
The object of bringing to the notice of the Government the fact that Philippine laws come to the Colony for re-export to China, and that it is undesirable, if not impossible, to avoid the restrictions on the trade, is to obviate the necessity of prohibiting importation.
I had personally communicated with the R.C. Consul, after receiving your letter, and he is also in accord with the views expressed.
The difficulty had been heard from Manila, and it is by far the most satisfactory solution to bring it to the notice of the Surihon, which I hope will be decided on.
